1. Background
The world on the eve of the 21st century was characterized by globalization, with the attendant risk of standardization, and by growing interpretation in all areas: economics society, culture and ecology, social, cultural and ecological. Yet, beneath this reality lurks a wide variety of strikingly different situations. There is no longer one south but many, and the north is beginning in some ways to resemble the south. The world, in short, is in transition and in search of new points of reference and sources of stability. "What kind of education is needed for what kind of society?" The debate on this subject shows that it is difficult to offer meaningful advice to educators throughout the world who work in an extraordinary diversity of situations. The resources that will count most will be intelligence, creativity, adaptability and ready access to the accumulated knowledge of humanity. Education will be needed in many forms and for many purposes: to preserve the environment, to control population growth, to assure access by all to science and technology, to reinforce communication capacities and to facilitate the free flow of information and to foster social cohesion and democratic participation. In order to ensure the relevancy between education and changes in the field of economics, society, culture and ecology, there is already evidence from many countries of what can be achieved through strong national strategies supported by effective development cooperation. Progress under these strategies could - and must - be accelerated through increased international support. At the same time, countries with less developed strategies - including countries in transition, countries affected by conflict, and post-crisis countries - must be given with the support they need to achieve more rapid progress towards education reform.
Mahasarakham University is one of the government’s leading institutions for education, particularly serving the people in the northeastern region of Thailand. With the collaborative efforts of the Faculty of Education of Mahasarakham university, the National of Laos University, the Da Nang University of Education and the United States based Global Strategic Management Inc.(GSMI) of Michigan, USA seek ways to improve learning society. GSMI has its office in Michigan and it is a consortium of international experts living in countries all over the world. The international experts have many years of practice in all fields of business, academic and government. GSMI helps governments, academia and corporations around the world apply best practices in academia, governance, and business areas so as to optimize processes, achieve and sustain competitive advantage, and improve quality of life/economic development. The collaborators are committed to the discovery and dissemination of knowledge about teaching, learning and researching. Furthermore, through partnerships, we reach out to schools and communities to offer the help in forms of academic services to the local society, such as organizing seminars and conferences, as well as giving special lectures, etc. In order to meet the requirements of the 21st century and to promote national education reform, Faculty of Education organizes the first international conference on education reform. The forum therefore will be a venue where both international and Thai participants exchange views, ideas as well as lessons learnt. Moreover, for sustainability strategies of education reform will be explored and adapted to serve ongoing programs being implemented. It would indeed be a success if this forum provides concrete measures in cooperation for education reform to benefit participating individuals, organizations, or even countries.
2. Conference Objectives

1. To provide a forum for international educators to share theories and practices and present their research on educational reform.
2. To investigate innovative approaches for educators to develop, adapt and apply so as to ensure the achievement of educational reform objectives.
3. To promote collaboration among educational institutions on regional, national and global basis.
2.2 Post Conference Activities:
The governments, universities and/or corporations of Vietnam, Thailand, Laos PDR, and Vietnam provide funds for the conference collaborators made available to implement and enhance educational, governmental and industrial projects. The projects may run for multi years.

9. Participants
Thai and international participation estimated to be about 250 people including:
1. One hundred and fifty (150) participants are from educational officers, researchers, teachers, and organization agents in Thailand, Laos PDR, and Vietnam.
2. Fifty participants of government officials and corporate/business people from Thailand, Laos PDR, and Vietnam.
3. Fifty participants are from educational officers, researchers, and professionals from other countries.
Call for Papers
All participants are invited to submit papers on the said themes that highly focus on the empirical evidence of education reform. Full paper should be submitted by November 30, 2009. A panel of experts will select those papers to be presented at the forum. Relevance to the theme of the forum and recent studies and originality of the approach are among the major considerations in the selection. Each accepted paper will be assigned to a parallel session to be presented by the author
for 20 minutes followed by a 5 minute question and answer session. Only accepted papers for presentation will be complied into the official conference proceedings.
Publication
Keynote speech and papers from every session will be documented in the form of a proceeding paper to be issued in 3 months.
Guidelines on Submission of Paper
Abstract and full paper must include, in the main body of the document, a title, names and affiliations of all authors. We also require a postal address, telephone number and e-mail address for at least one contact author. The abstract should not exceed 200 words. The paper should be 5,000- 8,000 words including references, notes, and tables. Biographical data should not exceed 100 words and should be written on a separate page in the third person. The font must be Times New Roman. Only the title must be in 14pt font, centered and in bold. The name and affiliations of all authors (including the details of the contact author) must be centered, but not in bold. The rest of the text must be in 12pt and justified in two columns.
All submissions should conform to the requirements of the Publication Manual of the American Psychological Association, 5th edition. Use APA format as found in the Publication Manual of the American Psychological Association (APA, for headings, citations, references).

Professor Matthew H. S. Kuofie, Ph.D.

Professor Dr. Matthew H.S. Kuofie is a renowned international business and information technology professor and also a global business consultant. He holds a Ph.D. in Systems Engineering from Oakland University, Michigan; an MBA in Business Administration from Northern Illinois University, Illinois; and an MS in Computer Science from Old Dominion University, Virginia, all from USA. He also holds a BS in Statistics and Mathematics from the University of Ghana. Prof. Kuofie has taught, given seminars, and/or organized conferences at various hotels/universities, including the University of Michigan, USA; Central Michigan University, USA; Chou University, Japan; Fudan University, China; Management Development Institute, India; Europa Universität Viadrina in Frankfurt/Oder, Germany; University of Technology in Sydney, Australia; University of Ghana, Ghana; Bangkok University, Thailand; Hong Kong Polytechnic University, Hong Kong; Harbin Institute Technology Shenzhen Graduate School, China; University of Malaya, Malaysia; Mahasarakham University, Thailand; and Auckland University of Technology, New Zealand. His research interests include business strategies and information technology. Prof. Kuofie has published numerous journal and conference papers. He has served as chairperson at a number of conferences. He serves as an editor-in-chief of some journals, including the International Journal of Global Business. He serves/has served on a number of PhD (Doctoral) Dissertation Committees at various universities in different countries including Australia, Thailand, UK, and USA.
Dr. Kuofie ran for the Beverly Hills, Michigan, United States, City (Village) Council during the November 4, 2008 United States General Election. He intends to run for the United States Congress. He was an outstanding speaker at the United Nations World Summit, November 16-18, 2005 in Tunis, Tunisia. He deals with government officials in countries all over the world.
Dr. Kuofie worked for companies, including Systems Solutions International, USA and Electronics Data Systems/General Motors, USA. He held various positions, including project manager, president and chief executive officer. Prof. Kuofie serves on a number of executive advisory boards.
Due to Professor Kuofie’s outstanding accomplishments all over the world in academia, government/politics, global business and economic development, he was honored with a Wole Soyinka Education Award in Detroit, United States of America on August 1, 2009. The renowned Wole Soyinka won a Noble Prize in 1986.
